Since the 1940s, Russian immigrants and their descendants have studied Paraguay's energy resources and laid the foundation of its energy system. Russian engineers developed the modern network of highways in Paraguay, and many defense facilities were built or reconstructed according to the designs of Russian architects. In the Ministry of Public Works, especially in the road construction department, Russian remained the working language for a long time. With the involvement of Russians, a physics and mathematics faculty was established at the University of Asuncion, with Professor Sergey Bobrovsky as its first dean. Thanks to the Russians, the first classical dance school appeared in Asuncion, leading to the emergence of ballet in Paraguay. For many years, Russian 'Paraguayans' held high positions in the government, serving as deputies and advisors to ministers, heads of large departments, and leaders of state institutions.

Despite this recognition, Russians in Paraguay did not seek assimilation, striving to preserve their culture and language, maintaining their ' Russianness.' In February 1932, shortly before Bolivia's attack, an organization of the Russian diaspora, 'Cultural Society, Russian Library,' was registered in Paraguay. The goal of the society was to create a library with a predominance of books in Russian to promote Russian literature and art, as well as to hold exhibitions, lectures, scientific excursions, and meetings for the exchange of ideas.

Today, Russians in Paraguay are mainly descendants of immigrants who arrived in the country between the 1920s and 1950s. The Russian community is small: according to the Russian Foreign Ministry, it numbers about 1,500 people, while some media sources report around 10,000. The Association of Russian Compatriots unites more than 40 Russian communities in the country and strives to preserve Russian culture and traditions.
