Among the cultural heritage sites of Rostov-on-Don, there are buildings that have significantly suffered and lost their original appearance over the past hundred years. One such example is the former pre-revolutionary hotel 'Petrograd', built in 1912 according to the design of the famous architect Zakiyev. The owner of the building and hotel was local entrepreneur Stepan Srabionov.

The Srabionov house is located at the corner of Temernitskaya Street and the current Gazetny Lane. The facades facing the streets have a symmetrical composition. The corner parts of the facades are highlighted by braces with bay windows, while the central braces of the facades are crowned with arched attics. The corner braces are topped with attics decorated with rosettes, floral ornaments, and pedestals with decorative vases and spheres. Balconies of various shapes, both semicircular and rectangular, play an important role in the architectural appearance of the facades. The facades of the house are adorned with stucco and decorative plaster. The main entrance to the building is designed as an arch and is located on the side of Gazetny Lane, decorated with a female mask and bas-reliefs of chimeras.

Before the arrival of Soviet power, the 'Petrograd' hotel was considered one of the best in the city, offering all modern amenities, including telephones on each floor, an elevator, a restaurant, central heating, and electric lighting.

Many of these amenities, as well as the interior and a significant part of the exterior decoration, were destroyed after the building was confiscated during the Soviet years. The unique bay windows at the corners of the building were lost, and after two restorations, only two walls have been preserved in a relatively original form.

Currently, the building houses the Fifteenth Arbitration Appeal Court, and the house itself is included in the list of cultural heritage sites of regional significance.
