In Maloy Mogiltsevsky Lane on Arbat, at house No. 3, today is located the National Scientific Center for Narcology. This building was designed by architect Dmitry Shaposhnikov in 1900 as a police house.

In the past, there was the Registry Office of the Khamovniki District, which became famous due to two marriages of Sergei Yesenin. He first married the dancer Isadora Duncan, and then Sophia Tolstaya.

I.I. Schneider, Duncan's personal secretary, recalled that on May 2, 1922, Isadora Duncan and Sergei Yesenin officially registered their marriage at the Khamovniki District Registry Office, which was located near Duncan's home. The Registry Office looked modest and official. When asked about their surname, they chose a double one, "Yesenin-Duncan." Before the ceremony, Duncan asked Schneider to change her year of birth so that the age difference with Yesenin would be 9 years instead of 18.

On October 4, 1932, at the same Registry Office, where the marriage of Mikhail Bulgakov and Lyubov Belozerskaya had previously taken place, the writer married Elena Shilovskaya. A humorous note from Bulgakov has been preserved, sent during a meeting at the MKhAT to director V. Sakhnovsky: "Confidential. Urgent. At 3 3/4 PM I am getting married at the Registry Office. Let me go in 10 minutes."
