The chambers were built in the 1670s at the request of the Pskov merchant Sergey Pogankin, one of the wealthiest people of his time. Despite this, they appear quite modest and devoid of decorations, although their size impresses even in the 21st century.

The complex of Pogankin's chambers has a G-shape and includes three buildings of varying heights. Limestone slabs, bonded with lime mortar, were used for construction. The walls of the buildings are plastered and whitewashed, without any decorative elements.

The western part, where Pogankin himself lived, was three stories high. The southern part, intended for his family members, had two floors. The single-story eastern part housed the kitchens. A wooden superstructure ran along the entire length of the stone building. The chambers were surrounded by an enclosed courtyard, which in the 17th century was within the Okolny town on Polonishche. The complex also included a stone wing, ceremonial gates, and various wooden utility buildings.

The stone part of the chambers has survived to this day almost in its original form. Only two staircases leading to the courtyard and the upper flights of stairs connecting the stone buildings with the wooden chambers have been lost.
