One of the most famous architectural landmarks of modern Perm is the building of the former Perm Provincial Treasury Chamber, founded in 1781. The original structure has not survived, and in 1820 the institution moved to a new building, where it remained until the early 20th century. Initially, this building was constructed for private owners, but later it was transferred to state ownership and used for the needs of the treasury chamber. In the mid-19th century, the house was severely damaged by fire and was rebuilt by the famous Perm architect of Polish descent, Rudolf Iosifovich Karvovsky. By the end of the 19th century, the building had deteriorated, and it was decided to restore it. After the restoration was completed, officials decided to build a new two-story building, which was laid in 1902 and consecrated in 1903.

The new two-story mansion housed the treasury chamber until 1917, after which the institution was abolished, and with the arrival of the Bolsheviks, the provincial executive committee appeared in its place. In 1931, it was decided to add two more floors, which changed the historical appearance of the building but did not destroy it. In the following decades, the building alternately housed the city council and the regional executive committee, and today it is home to the administration of Perm and the city Duma. The building has been restored and brought to a decent, although no longer so historical, appearance.
