The museum was founded on May 8, 2008. On June 1, 2010, the exhibition halls began operating in the building of the former Church of the Resurrection of Christ in the village of Pavlovka. The church, built in 1827 with funds from Prince V. Obolensky in honor of the Victory of 1812, was converted into a House of Culture in 1936. In July 2017, the museum had to be relocated because the administration of Pavlovsky District decided to return the building to the Orthodox Church.

The museum's collection includes over 3,000 exhibits, and its exhibition halls are visited by about 2,000 people annually.

In the museum halls, one can see rich collections of pottery, archaeological finds, and other items related to the history of the Pavlovsky region. The exhibitions "The Setting of a Village House," "Spiritual Life of the Region," "Front. Rear. Memory," and "Development of the Region" particularly interest visitors. The exhibition "Picturesque Pavlovka" features works by local artists.

Since 2018, the museum has been a member of the Union of Museums of the Volga Federal District.
