The museum began its activities on October 1, 1991, when the first exhibits for future exhibitions and displays were collected. Initially, it was located on the first floor of the Pavlovsk Children's Art School building. In 2002, the Pavlovsky Historical and Local Lore Museum moved to the former mansion of Lyashenko, built in 1905. This building, which belonged to the large landowner Anisim Vasilyevich Lyashenko, became its permanent home.

The museum's collection includes 20,122 storage units. Of particular interest are the collections of photographs and postcards featuring views of cities in Russia and Kuban. The collections of badges and pins, rare books, magazines, and publications, as well as applied art items such as tablecloths, napkins, pillowcases, and shirts also attract attention. The museum houses coins, paper money, and vinyl records from various years.

In addition, the museum's funds include complexes of documents from war and labor veterans, which the museum staff have collected over the 20 years of its existence.
