In the early 20th century, steam mills were actively built in the Volga region. They were constructed solidly, using quality materials, with an expectation of long service life. The designs of the mills were similar: buildings ranging from four to six stories high, with thick brick walls and concrete ceilings. In Syzran, there was one such mill, which, despite its dilapidated state, was considered an architectural monument.

The complex known as "Tsvetkov's Roller Steam Mill" was built in 1910. It consisted of three rectangular bodies of varying heights, forming a U-shaped composition. The main four-story building and part of the two-story structure have survived the longest.

When exactly the mill ceased operations is unknown. It may have happened after the revolution or in the post-war years. The building then passed into the hands of the "Volna" sewing factory, which operated there until the mid-2000s, when it was sold to a private owner. Despite its status as an architectural monument, the new owner demolished several buildings.

To preserve Tsvetkov's mill, a plan of activities with deadlines was developed. In 2011, it was planned to develop a conservation project and carry out the corresponding work; in 2012, to conduct a comprehensive engineering survey and develop recommendations; and in 2013, to create a restoration project. From 2013 to 2015, restoration work was to be carried out, which was to be submitted to the State Authority within three months after completion.

However, in May 2021, the mill was demolished.
