The monument is located at the central entrance to the Builders' Park on Chaikovsky Street. It was opened on May 27, 2017. The project was developed by a creative group led by Irkutsk sculptor and architect Evgeny Stavsky. The bronze sculpture depicts three men and a woman in military uniforms with construction tools, reflecting the era when Angarsk was just beginning to be built. This monument is dedicated to the victors of the Great Patriotic War and the first builders of Angarsk, those who, returning from the front, went to the shores of the Kitoy and Angara rivers to construct the city of Angarsk.
