The bust of Savva Ivanovich Belyaev is installed on a high stone pedestal on a square platform, surrounded by a four-sided fence with stone pillars at the corners. The modern monument appeared in 1944 at the site of the original, created in 1899, and is located at the foot of the Mound of Glory.

Savva Ivanovich Belyaev served as the secretary of the Maloyaroslavets zemstvo court. During the Patriotic War of 1812, he was the supervisor of military cordons and participated in escorting army transport with provisions. When the French army approached Maloyaroslavets, they encountered a burned bridge over the Luga River. While the French were building pontoons, Savva Ivanovich opened the dam of the city mill, and the flow of water destroyed the enemy pontoons, delaying the enemy.

This event is mentioned in V. Glinka's book "Maloyaroslavets in 1812," but no other confirmations have been found. After the Battle of Maloyaroslavets, S. I. Belyaev personally supported wounded Russian soldiers in his home, for which he was awarded the bronze medal "1812" after the war for his care of the wounded in his house.
