The monument, created by Alexander and Igor Burganov, is part of the memorial to the Allied forces that liberated Europe in World War I, which was established in 1968. Previously, another monument stood at this site, destroyed during World War II. Later, seven countries of the Entente gifted their monuments to the city.

At the center of the composition is the Russian monument, installed in 2001 with the support of the center for the preservation of Russian military burials abroad, which operates under the Ministry of Culture of Russia. The pedestal bears an inscription in Russian and French: "To the Russian and Soviet soldiers who fell during the First and Second World Wars."

Over time, the metal elements of the monument needed restoration. The restoration project, developed by the Belgian Federation of Russian-speaking Organizations and the non-profit association "Meridian," received support from the Russian Embassy in Belgium and local authorities.
