On September 2, 2009, a monument to the founders of the city was unveiled near the "Oktyabr" cinema: voivode Prince Ivan Solntsev-Zasekin, head Ivan Myasnoi, and scribe Mikhail Nechaev.

The monument is located at a historic site where the Oskol fortress was founded in 1647. Over time, a square known as Krasnaya (Lower) formed here.

The sculptor depicted the first builders of Oskol at the moment of laying the first logs of the fortress wall and preparing a report to the sovereign about this important event.

All three stand on a high pedestal. In the foreground, Ivan Myasnoi holds a scroll with the inscription: "The city of Oskol was founded in 1593." Next to him, voivode Solntsev with a banner and clergyman Nechaev, blessing the start of the construction of defensive structures with a cross. They are full of dignity and pride for the task accomplished: the fortress is laid, the safety of the country is ensured. Their gestures convey strength and a desire to serve the tsar and the state.

The image of the heroes symbolizes the hundreds and thousands of builders of the Oskol fortress, whose names have not survived in history. Among them were carpenters from various cities of the Moscow kingdom, local Cossacks, and hired "hunters." Myasnoi, Solntsev, and Nechaev led the work, organized the procurement of materials, rallied people to defend against enemies, and strengthened the spirit of the builders. Oak timber was harvested across the Chufichka River, and according to chronicles, about 18,000 logs were used.

On the pedestal, there is a plaque with the inscription: "To the founders of the city from grateful Stary Oskol residents. 2009."

The monument is made of plaster and framed with bronze sheets. Its author, Ilga Gondareva, sculptor and honored artist of Russia Anatoly Shishkov.

The height of the pedestal is 3 meters 40 cm, and the height of the monument is 6 meters 20 cm, totaling almost 10 meters. The steps of the pedestal are laid with special tiles, and on two sides of the monument, there are inscriptions from the chronicles.

The structure successfully completes the central street of the city.

When the sun illuminates the faces of the heroes at three o'clock in the afternoon, they seem to come alive and are ready to defend their city.

Next to the monument, there is a cornerstone with a plaque that reads:

"The Oskol River healed the warriors, the Defensive Line forged the bonds of brotherhood, the land itself here grants wealth to the people, and, without aging, may the city thrive for centuries!"
