The monument is located on the territory of the tourist complex 'GRINN'. In the center of the composition stands a five-meter figure of an eagle holding a scroll with the inscription: 'The sculpture was installed in 2016 for the 450th anniversary of the city of Oryol, founded in 1566 during the era of Ivan the Terrible.'

On either side of the eagle stand two shooters with 16th-century weapons. One holds a rifle on his shoulder, while the other grips a berdysh in his hand. The author of the monument is the renowned Kursk sculptor Yuri Kireev.

The fortress city was founded in 1566 to protect the southern borders of the Russian state from the raids of the Crimean Tatars. According to legend, when they began to cut down an oak at the confluence of the Oka and Orlik rivers, an eagle flew down from its top. 'And here is the master,' remarked one of the workers. This story reached Tsar Ivan the Terrible, who ordered the new fortress to be named after the bird.
