The name of Mikhail Semenovich Vorontsov is closely linked to the history of the city of Yeisk. He played a key role in its founding, facilitating the issuance of the decree to create the city. Yeisk was founded in 1848 as a port city by decree of Nicholas I. The idea of creating a port city belonged to Grigory Rashpil, the ataman of the Black Sea Cossack Army, and Mikhail Vorontsov, the viceroy of the Caucasus.

The general plan for Yeisk, approved by Vorontsov in April 1849, became the basis for the construction of the city's central part. The prince personally oversaw the greening of the gardens on the outskirts of Yeisk, which later brought fame to the city. For a long time, Soviet historiography did not recognize Vorontsov's role as a talented administrator and military leader. Until the end of his life, he cared for the development of the city, preservation of ancient monuments, opened schools, and advocated for granting Yeisk advantageous lands.

In 1998, Yeisk was preparing to celebrate the 160th anniversary of its founding. It was decided to erect a monument to the founder of the city near the railway station in front of the city stadium. The monument project was developed by Yu. Kazachenko, the chief artist of the Urban Planning and Architecture Department, and architect A. Stramous. The bust was created by sculptor V. P. Popov from Anapa, a member of the Union of Artists of Russia. The monument includes a bronze bust of Vorontsov in a military uniform with orders and a marble pedestal with the gilded inscription "to the founder of the city, Prince Vorontsov." The sculpture is based on a well-known portrait by Dow, located in the Hermitage in the "Gallery of Heroes of 1812."

The height of the monument is about five meters, and its weight is five tons. The figure was cast in the Moscow region, transported in parts, and assembled on site. The monument was unveiled during the celebrations dedicated to the city's anniversary.
