A monument to the outstanding Russian writer Ivan Sergeyevich Turgenev, born in the Oryol province, was erected in the city park of culture and recreation for the 180th anniversary of his birth.

Ivan Sergeyevich Turgenev was closely connected with Mtsensk, as the ancestral estate of the Turgenevs was located in the Mtsensk district of the Oryol region, in the village of Spasskoye-Lutovinovo. This place became a source of inspiration for Turgenev and a meeting point with close friends. The Russian nature seemed to assist the writer in his creative endeavors. It was in Spasskoye that Turgenev vowed to dedicate his life to the struggle against serfdom.
