In 2013, a monument to Andrei Baikov, an outstanding mayor who led the city for 12 years and transformed it into a thriving center of southern Russia, was erected in Rostov-on-Don. Under his leadership, the first full-fledged water supply system was built, the economy and other areas of city life developed rapidly, the population significantly increased, and residents became equal to the fashionable Muscovites and St. Petersburgers. The people of Rostov have not forgotten his contributions and immortalized Baikov's memory by naming a street and a bridge after him. However, after the revolution, the street was renamed, and the bridge was soon destroyed. Only in our time is the memory of this great man returning to his beloved city.

The new bronze monument, created by the famous Rostov sculptor Anatoly Skarnir, is located in front of the main entrance to the Maxim Gorky Park, not far from the Rostov-on-Don city hall. This monument has become one of the best in the city and attracts the attention of passersby, while local schoolchildren even compose poems and stories against its backdrop.

The sculptural composition depicts Baikov with a scroll in hand, symbolizing a map of Rostov. The monument is made of bronze and stands 2.35 meters tall. Next to it is a table showing the outlines of the bridge over the General Beam and the church built with Baikov's personal funds. Also depicted are a lamp post, a column, and a horse-drawn railway, as it was during Baikov's tenure that the city saw the introduction of street lighting, water supply, and public transport. Additionally, the trees symbolize his contribution to the greening of the city.
