The monument to Fyodor Ivanovich Tyutchev was unveiled in Bryansk as part of the year dedicated to the 200th anniversary of the poet's birth. The monument was installed on July 27, 2003, on the 130th anniversary of his death.

In 2002, a competition was held in Bryansk for the best monument design, won by Moscow sculptor Andrei Kovalchuk. Funds for the creation of the monument were raised through donations from residents and businesses of the city. The sculpture, standing 3.9 meters tall and weighing three tons, was cast by craftsmen from Belarus in Minsk.

The sculptor depicted the poet in a travel suit, holding a cane and a hat. The pedestal is adorned with bas-reliefs depicting places associated with Tyutchev's life and work: his native village Ovstug, as well as Munich, Moscow, and St. Petersburg.

The opening ceremony was attended by representatives of the Bryansk authorities and the region, including the governor, who cut the ribbon and delivered a speech about the significance of the poet for the culture of Bryansk and all of Russia.
