In Novorossiysk, the monument to Yevgeny Nikolayevich Volkov, the governor of the Black Sea province, created by local sculptor A.I. Suvorov, was unveiled.

In 1896, Novorossiysk became a provincial city and an important center for trade and industry in the Northwest Caucasus. Colonel of the Russian Imperial Army Yevgeny Nikolayevich Volkov arrived in Novorossiysk in 1900 when Emperor Nicholas II appointed him as the vice-governor of the Black Sea province.

Volkov began his administrative work by transforming the city, paying special attention to the construction of the embankment, improving the streets, repairing building facades, and landscaping the boulevards and city garden. In December 1902, he supported the establishment of a daily provincial newspaper, "Black Sea Coast," and became its unofficial censor. Thanks to his efforts, the People's House was built in Novorossiysk, where an amateur theater and library opened, hosting readings, amateur performances, and concerts.

Yevgeny Nikolayevich also actively worked on solving the problem of the lack of quality drinking water in Novorossiysk. Due to his efforts, the government allocated funds for researching water sources in the Tsukrova Valley and developing a water supply project for the city.

At Volkov's initiative, a municipal public bank began operating in Novorossiysk in 1902, providing loans to industrialists, merchants, and agricultural producers. By early 1905, seven banks were already operating in the city.

The monument was installed in the square next to the cultural and entertainment center "Maximus" on Sovetov Street, 42. The opening ceremony was attended by employees of the Centralized Club System and actors from the People's Youth Theater Studio "Sorvanets" of the Marine Cultural Center.
