The monument to Fyodor Ioannovich was created by the honored artist of Russia, sculptor Alexander Lokhtachev from Zlatoust in the Chelyabinsk region. He is known to the residents of Belgorod for his works, such as the monuments to Sergius of Radonezh, Bohdan Khmelnytsky, and the memorial at the old city cemetery in honor of the Belgorod residents who did not return from the war.

Alexander Lokhtachev explains that Fyodor Ioannovich was the last representative of the Rurik dynasty, which is why he is depicted protecting state symbols. With the scepter, he shields the orb, symbolizing the Orthodox state. The sculptor wanted to portray him as a great figure, determined and defending statehood. During his 13-year reign, Fyodor Ioannovich established 24 fortresses. He is presented as a tsar looking to the future, as for 400 years we lived side by side with our neighbors, and now there is a border between us, marked by the defensive line established by Fyodor Ioannovich.

Tsar Fyodor Ioannovich ordered the construction of fortified cities on the southern borders of the state to protect against Tatar raids, including Belgorod. The monument is made of silumin, a durable and corrosion-resistant alloy. It took three years to create the monument, and the casting of the sculpture was carried out in the Moscow workshop of Klykov.

The right to unveil the monument was granted to Konstantin Polezhaev, Alexander Lokhtachev, and Metropolitan Ioann of Belgorod and Stary Oskol, who conducted the consecration ceremony.
