Sergey Andreyevich Muromtsev (1850, 1910) was a prominent political figure, leading the Constitutional Democratic Party, teaching at Moscow University, and serving as the chairman of the First State Duma in 1906.

Muromtsev's childhood and youth were spent in the village of Lazavka in the Novosil district, which is now part of the Novoderevenkovsky district of the Oryol region. In 2010, the 160th anniversary of his birth and the 100th anniversary of his death were commemorated.

At the initiative of the Oryol Regional Council of People's Deputies, it was decided to immortalize Muromtsev's memory. On October 21, 2010, his monument was ceremoniously unveiled in Oryol. The bust of Muromtsev is located in the city center on the main square, next to the Regional Administration. The idea of installing a monument to P. A. Stolypin, who graduated from the Oryol Men's Gymnasium, was also discussed for the opposite side of the administration building.
