In Yaroslavl, in the square next to the Church of St. Dmitry of Thessalonica, it was decided to install a monument to the Russian Emperor Alexander II. This event is timed to the 150th anniversary of the establishment of the bailiff institute in the former empire. On November 20, 1860, the monarch issued decrees that defined important legal norms. Among them were regulations on judicial institutions, the powers of magistrates to impose penalties, as well as documents concerning criminal and civil proceedings.

The solemn consecration of the monument took place on October 25, 2015. The ceremony was attended by high-ranking government officials, representatives of the clergy, the head of the Federal Bailiff Service A. Parfyonchikov, Abbess Varvara Chekotkova, and others. The consecration ceremony was personally conducted by Metropolitan Panteleimon of Rostov and Yaroslavl.
