In Mykolaiv, one of the well-known attractions is the monument to the outstanding Russian naval commander Admiral Stepan Osipovich Makarov, a native of this city. The monument was erected on the site of a previous bust of the admiral, which was located on a boulevard that once bore his name. In the 1970s, the boulevard was renamed Fleet Boulevard, but locals continue to call it by the old name.

The current monument was unveiled on June 25, 1976. In this new version, Admiral Makarov is depicted in full height and cast in bronze, with his sculpture mounted on a pedestal made of polished pink granite. A bronze plaque on the pedestal bears the inscription: "Makarov Stepan Osipovich (1848, 1904). Vice-Admiral, outstanding naval commander and scientist. Born in Mykolaiv, died on the battleship 'Petropavlovsk'." The authors of the monument are sculptors Koptsev and Sapelkin, as well as architect Steshin. Later, anchors were placed next to the monument, and a naval gun was installed nearby.

The city's residents remember their celebrated fellow countryman, who was one of the best naval commanders of the Russian Empire, commanded the Russian squadron in Port Arthur, and died on April 13, 1904, when the battleship 'Petropavlovsk' sank. In modern Mykolaiv, in addition to the monument to Admiral Makarov and the former boulevard named after him, there is the National University of Shipbuilding named after Admiral Makarov.
