The authors of the monument are sculptors I.P. Dikunov, E.N. Pak, and architect L. Yanovsky. The monument was ceremoniously opened on June 6, 1999, in honor of the 200th anniversary of Pushkin's birth.

The pedestal of the monument is designed in the shape of a gazebo. White columns support a white semi-dome. Surrounding the gazebo is a white fence, with lanterns styled in the era of Pushkin. The poet's bust, covered by a cloak, is placed on a low column. The monument is engraved with Pushkin's words:

And for a long time I will be dear to the people,
for I awakened kind feelings with my lyre.
