The idea to establish a monument to Alexander Popov, the famous Russian physicist and inventor of radio, arose in 2009, during the 150th anniversary of his birth. The initiative group initially planned to install a bust but later decided to create a full monument.

A competition was announced for the best sketch, and the winner was the project by young sculptor Alexey Matveev and artist Igor Dymshakov. The architectural design was developed by Dmitry Lapshin and Ekaterina Koltsova. The project was approved in January 2010.

Funds for the creation of the monument came from telecommunications companies in Perm and the Perm region, as well as from private individuals. Due to organizational and financial difficulties, the process was prolonged, and even after being cast in bronze, the monument was stored in a warehouse for over a year.

The grand opening of the monument took place on June 11, 2013, the day before City Day. About 300 people attended the ceremony, including sculptors, employees of telecommunications operators, students from the Perm Radio Engineering College, and representatives of local authorities.

The monument depicts a young Alexander Popov holding books, as he was at the age of 18-20 when he studied at the Perm Theological Seminary. To create this image, the authors used photographs from the Regional Museum and specially tailored a seminarist's uniform from that time. The decision to depict Popov as a young man was made because monuments depicting him in adulthood already existed in St. Petersburg and Yekaterinburg.

The sculptural composition consists of three parts: in the center is the statue of Popov on a pedestal made of red granite, with a receiver and transmitter on either side, made according to real samples. Nearby are stone scrolls with information about the inventor and the organizations that contributed to the creation of the monument. The height of the monument is about 5 meters, its weight is about 800 kg, and the pedestal weighs 6 tons.
