The monument was erected in 1972 to commemorate the 50th anniversary of the formation of the USSR, designed by architect A.I. Vypov, after whom the square where the monument is located is now named.

Among the residents of Novokuznetsk, this monumental architectural composition is known by the names 'Stone Flower', 'Flower of Friendship of Peoples', and 'Daisy'. This is due to the fact that the 'leaves' of the monument feature the coats of arms of the union republics, with the emblem of the USSR rising above them in the shape of a flower.
