This is one of the first buildings designed in the pure modern style, without elements of eclecticism. It was built in 1899-1900 by architects L. N. Kekushev and S. S. Schutzman. Characteristic features of the fashionable style include smooth lines of window frames, plant decor, and ceramic tiles on the facade. The main focus of the facade is the resilient and meticulously drawn arch of the windows and entrance. In the interior, the architect used unusual metal grilles for the grand staircase, as well as wooden finishes for the doors and vestibule. The client for this magnificence was the honorary citizen of Moscow, Moisey Saarbekov, a first-guild merchant.

The first reconstruction of the building took place as early as 1905 and mainly concerned the interior finishing: many wooden structures were replaced with metal ones. The reconstruction was led by architect Sergey Vlasyev, who also built several single-story service buildings in the courtyard, which were later raised by a second floor.

After the revolution, the building housed the embassy of Lithuania, and after 1939, it became the trade representation of Lithuania, which is now the cultural center of Lithuania.
