An elegant building in eclectic style at 120 Sovetskaya Street once belonged to the 19th-century merchant and public figure Nikolai Tolmachev. In 1876, the Tambov branch of the State Bank was located here. When the bank moved to a new building in the early 20th century, Tolmachev's former house was remodeled according to the design of architect Vladimir Ivanovich Freiman for the accommodation of bank employees, and it was then that it acquired its modern appearance.
