The Volkov House, now occupied by the Novozybkov Local History Museum, was built in 1904 by the owners of the local match factory "Volkov and Sons." The walls of the building are made of logs, while the base is made of brick. At the same time, a brick fence was erected around the property.
This building is an interesting example of a wealthy wooden house from the early 20th century in Novozybkov, distinguished by its unique volumetric composition and traditional carved decor on the facades.
The house is one-story with a mezzanine, has a T-shaped layout, and a complexly shaped mezzanine floor. It is located on a corner lot, set back from the red lines of the streets. The property is surrounded by a high fence, which is interrupted in front of the facade facing Lenin Street. This facade, with five window axes, is adorned with narrow pilasters raised on pedestals and a cornice with three lace-like underlays. It is topped with a double pediment: the inner part is triangular, while the outer part is wavy with a keel-shaped top. Openwork carving decorates the cornices of both pediments.
The window frames with panel shutters are decorated with lace carving, especially in the triangular pediments and the "sun" beneath them. The upper part of the triangular pediment is highlighted with red boards.
The effect of the facade is emphasized by the low base of the fence, on which a cast-iron grille of complex design is installed. The fence consists of a high wall with a protruding base and panel sections highlighted by columns. Parts of the panels are whitewashed, while the panels are left in brick color.
On November 13, 1923, a museum of the national economy was established in Novozybkov, which became a state local history museum in 1928. The first director was Yegor Petrovich Medvedev. His work was continued by Trofim Borisovich Kublitsky and Igor Evgenievich Kessler. During the Great Patriotic War, the museum building was destroyed, and materials were lost. In 1946, the museum was restored, and its collection consisted of just over 20 items.
In 1953, the museum moved to the Volkov mansion. In the 1950s, work began on collecting materials for a new exhibition, which opened in 1967. Today, the museum has over 40,000 exhibits, thanks to the contributions of many residents of the city and the region.
From 1974 to 2012, the museum was headed by Galina Ivanovna Tsyganok. From 1980 to 1991, the museum was a branch of the Bryansk State Historical-Revolutionary Museum Association. During this period, reconstruction took place, and new halls were built.
On October 2, 2000, the museum became a municipal institution, and since 2012, a municipal budget institution. The museum has 12 exhibition halls, including an arts hall. It houses about 5,000 authentic items. The museum engages in educational programs, such as "The World and Culture Around Us" and "Introduction to History," which were first tested in the Novozybkov Gymnasium.
The arts hall regularly hosts exhibitions of local artists and displays from the museum's collections and other regions. The museum has repeatedly become a diploma winner in various competitions and was one of the first in Russia to apply unconventional methods of working with visitors. Its activities and history evoke respect and recognition among local residents and guests of the city.
