On May 10, 1906, the first State Duma of the Russian Empire began its activities.

On this day, Emperor Nicholas II delivered a Throne Speech in the St. George's Hall of the Winter Palace in St. Petersburg.

Standing, the Emperor spoke loudly:

"The Almighty Providence has entrusted Me with the care of the welfare of the Fatherland, and this has prompted Me to involve the representatives elected by the people in legislative work.

With a fervent faith in the bright future of Russia, I greet you, the best people whom I have commanded to be chosen by My subjects.

Before you stands a complex and difficult task. I believe that love for the Motherland and the desire to serve it will unite you.

I will defend the institutions granted by Me, confident that you will dedicate all your strength to serving the Fatherland, to reveal the needs of the peasantry, the enlightenment of the people, and the improvement of their welfare, remembering that for the spiritual greatness and prosperity of the State, not only freedom is necessary, but also order based on law.

May My wishes to see the people happy be fulfilled, and may I pass on to My Son a strong, prosperous, and enlightened State.

May the Lord bless the work that lies ahead of Me in cooperation with the State Council and the State Duma, and may this day become a day of renewal of the moral face of Russian land, a day of revival of its best forces.

Approach with reverence the work to which I have called you, and justify the trust of the Tsar and the people.
