The intermediate blind tower on the eastern side of the Kremlin was built in the 1490s. Initially, it was a simple quadrangular volume topped with machicolations and a parapet. From 1676 to 1686, the tower was raised with a tent-like quadrangular roof, which resembles the completion of the Arsenal Tower in its details. The tower has well preserved its original forms.

The main purpose of the tower was to house the bells of the Spassky Alarm, which served the fire service of the Kremlin. In 1771, Catherine II ordered the tongue of the alarm bell, which rang during the "plague riot," to be cut out. After that, the bell remained on the tower for more than 30 years until it was dismantled during repair work in the early 19th century and moved to the Kremlin Arsenal. In 1851, it was transferred to the Armory Chamber.

The lower tier of the tower consists of a complex multi-chamber space connected to the wall walk by stairs and openings. It is separated by a flat ceiling from the second tier, which has a vaulted ceiling. The upper arched quarter opens into the cavity of the tent.

The height of the tower is 38 meters.
