The new meat hall was built for traders with funds from the city budget and was solemnly opened on August 4, 1896. The architecture of the building did not excite the citizens; many thought it resembled a barracks. Two wings of the hall, which were essentially two separate buildings, were connected by a tall rectangular tower.

The acceptance was conducted by a special commission of the City Duma under the leadership of the City Mayor F.S. Semyonov. The building was two stories high and cost the city 43 thousand rubles, which was a significant amount, but it was expected that traders renting spaces would eventually recoup the costs.

However, the construction could not be recouped: the hall was used inefficiently. In 1907, it was noted that trade was only conducted on the first floor, where the meat shops were located, while the second floor remained empty. Pigeons settled there, creating terrible unsanitary conditions. There were proposals to place a hotel or a public canteen on the second floor.

The building stood until the war and even appeared in some post-war photographs. In the late 1940s, it was dismantled during the construction of Komsomolskaya Street. This was unfortunate, as the residents of Tsaritsyn may have underestimated the architecture of the hall. Had it survived to this day, it would have become a decoration of the city and possibly one of the historical symbols of Volgograd.
