In 1902-1903, a building for the music college was erected on the site of the former fortress moat, designed in the Art Nouveau style. This style is evident in the curved lines of the pediments above the main entrance and some other elements. The building is brick, two stories high, with a basement. The facade is adorned with pilasters, rusticated at the level of the first floor, while the central part of the cornice has an oval shape. The entrance was equipped with an iron canopy supported by chains. In niches on both sides of the central part of the facade are busts of M.I. Glinka and A.G. Rubinstein.

Currently, it houses the Tambov State Music and Pedagogical Institute named after S.V. Rachmaninoff.
