In 1908, the architecture of Novokhopersk saw the emergence of the Art Nouveau style, specifically its variant, neoclassicism. This direction was introduced to the city by the Voronezh architect M.N. Zamyatnin. According to his design, the largest public building in the city, the men's gymnasium, was constructed in 1908, which is now known as PU 45. The gymnasium occupies a significant part of the block and represents a complex volumetric-spatial composition consisting of several buildings with various functions. The main front building is located along the street, with its central part protruding as a risalit with a smooth attic, rising above the side volumes, which are complicated by the risalits of the stairwells at the ends. Two wings of educational buildings extend into the depth of the courtyard: a three-story and a two-story building, connected by an elongated gymnasium hall. The decor of the facades is dominated by vertical divisions created by high light axes.
