The Sakhalin region has a rich military history. Events from four wars took place on the territory of Sakhalin and the Kuril Islands: the Crimean War of 1853-1856, the Russo-Japanese War of 1904-1905, the Civil War and intervention, as well as World War II. The residents of this region, like the rest of the country, participated in the Great Patriotic War, as well as in local conflicts and wars in the second half of the 20th century.

One of the key tasks of the museum is scientific research activities, which include replenishing museum collections and popularizing the military-historical and cultural heritage of the Sakhalin region.

The museum actively engages in military-patriotic and sponsorship work. Among its activities are interactions with military units and youth army members, as well as organizing events aimed at the patriotic education of young people. The museum's exhibition halls regularly host thematic exhibitions, creative meetings, and presentations.

The mission of the Memorial Complex is to preserve and showcase the cultural and military-historical heritage of the Sakhalin region, as well as to foster public interest in the region's history and the military-patriotic education of the younger generation.

The main goals of the museum are aimed at fulfilling its mission: conducting educational, scientific research, and educational activities, preserving museum items and collections, identifying, compiling, studying, and conserving museum values, implementing new museum services, and working with youth and community organizations, as well as veterans' councils.

The total area of the museum is 6,378 sq. m, of which 1,819 sq. m is allocated for exhibitions.
