Pyotr Petrovich Shilovsky (September 28, 1872 - June 30, 1955) was a Russian count, lawyer, and statesman. He served as the governor of Kostroma from 1910 to 1912 and of Olonets Province from 1912 to 1913. Shilovsky is best known as the inventor of the gyrocopter, which was produced under his supervision by Wolseley Tool and Motorcar starting in 1912 and was first presented in London in April 1914.

In 1919, the Soviet authorities approved Shilovsky's project for the construction of a monorail between Petrograd and Gatchina, which was supposed to reach speeds of up to 150 km/h. However, construction was halted due to a lack of funding and materials. In 1922, Shilovsky emigrated to the United Kingdom, where he continued his work at Sperry Corporation. He is buried at Holmer Cemetery.
