Alexey Vladimirovich Tsytovich was born on August 4, 1893, in St. Petersburg and passed away on June 4, 1983, in London. He was an officer of the Russian Imperial Navy and participated in Vilkitsky's Arctic expedition in 1913, which discovered the islands of Severnaya Zemlya. During World War I, Tsytovich served in the Far East and the Black Sea Fleet, distinguishing himself in the Danube landing operation in 1917.

During the Civil War, he joined the White forces in the Black Sea and emigrated to the United Kingdom after 1920. There, he served in the British merchant navy, and possibly in the Royal Navy. At the time of his death in 1983, he was considered the last surviving officer of the Russian Imperial Navy. His burial site is located in section RCLA7 96.
