Originally, this memorial plaque was installed in 1962 on the house where V. I. Lenin lived. In 1968, the building was demolished, and in 1972, the plaque was moved to a new structure. It states that in 1905, Lenin stayed at the house located at 16 Percy Circus, which was on this site.

Vladimir Ilyich Ulyanov, better known as Lenin (April 22 [April 10] 1870, January 21, 1924), was a Russian revolutionary communist, politician, and theorist. He led the government of the Russian Republic from 1917 to 1918, the Russian Soviet Federative Socialist Republic from 1918 to 1924, and the Soviet Union from 1922 to 1924. Under his leadership, Russia and then the entire Soviet Union became a one-party socialist state governed by the Communist Party of Russia. As a Marxist, Lenin developed political theories known as Leninism.
