A memorial plaque in honor of Ivan Goncharov, gifted by the government of the Ulyanovsk region, has been installed at Point Cape, on the stone railing in the walking area.

Ivan Goncharov, a renowned Russian writer, was born in Simbirsk, which is now part of the Ulyanovsk region. Among his notable works are the novels "Oblomov," "Obryv," and "Obyknovennaya Istoriya."

From 1852 to 1855, Goncharov participated in a round-the-world voyage on the military sailing ship "Pallada," during which he created a series of travel essays titled "Frigate Pallada." Portsmouth was one of the first ports where the expedition stopped. The challenges faced by the crew at that point made Goncharov wish to return home. However, he soon decided to continue the journey. It is believed that the writer changed his mind due to a reluctance to experience discomfort: if he had disembarked from the frigate, he would have had to cross Europe on his own with luggage that included not only personal belongings but also numerous books and manuscripts. After several weeks in Portsmouth, the ship continued its voyage with Goncharov on board.
