The memorial "Twelve Answers to Tragedy," also known as the Yalta Memorial, is located in the Yalta Memorial Garden on Cromwell Road in South Kensington, west London. It is dedicated to the memory of people handed over to the USSR after the Yalta Conference at the end of World War II. This memorial, created by British sculptor Angela Conner, features twelve bronze busts set on a stone base. It was opened in 1986, replacing a previous memorial from 1982 that had been repeatedly vandalized.

The idea for the memorial arose after a letter was sent to The Spectator magazine in the 1970s, signed by Richard West, Patrick Marnham, and Oberon Wo. The letter proposed the establishment of a monument in honor of the hundreds of thousands of innocent people forcibly repatriated by the Allies to the Soviet Union and Yugoslavia at the end of the war. This event had long been silenced and hidden from Parliament due to concerns about potential public outcry.

Prime Minister Margaret Thatcher approved the construction of the memorial in May 1980, despite objections from the Foreign Office. It opposed the installation of the monument on land owned by the Crown Estate, as it indirectly criticized the actions of the British government in the past.
