During the years of the Great Patriotic War, out of 18,000 residents of Almetyevsk who went to the front, only 8,000 returned.

The monument was created based on the project of architect A. Kiselev, artist V. Bushurova from the Almetyevsk branch of the artistic fund, and architects G. Zyablitsev and P. Makarov from the Kazan artistic fund. The memorial of remembrance "Eternal Flame" was opened on May 9, 1975, in honor of the 30th anniversary of Victory over fascism. The flame was symbolically lit from a torch brought from the eternal flame at Mamaev Kurgan in Volgograd. The "Tatneft" association took on the financing of the monument's maintenance.

In 2000, creative teams from the Union of Designers of Russia were involved in the reconstruction of the memorial complex. The project "Almetyevsk Memorial Zone" took first place at the All-Russian Designers' Competition in 2001. The company "Tatneft" carried out the reconstruction of the complex at its own expense in 2001-2002. The grand opening of the updated complex took place in July 2002.

In 2019, the city planning council decided to immortalize the memory of the war participants by installing granite slabs with their names. This decision, financially supported by PJSC "Tatneft", was implemented in honor of the 75th anniversary of the Great Victory. The names and initials of 21,255 war participants were engraved on slabs around the Eternal Flame.
