The order for the construction of the Commercial Assembly building came from German timber industry representatives and members of the Commercial Club. The project was approved on November 15, 1852, by the military governor of Arkhangelsk, Vice Admiral R.P. Boyl. A site was chosen on Dvoryanskaya Street, between Loginov and Svobody Streets, at the address Pavlina Vinogradova, 98. The expected completion date for the construction was 1858, and the first image of the building appeared on the Arkhangelsk plan in 1865.

In 1858, the Charter of the Arkhangelsk Commercial Assembly was approved, which was located in the new building. The club became an important center of public and cultural life in Arkhangelsk.

This building hosted the I and II provincial congresses of the Councils, which proclaimed the establishment of Soviet power in the Arkhangelsk province. From February 1918, the building was called the house of the Arkhangelsk Council of Workers' and Soldiers' Deputies. Later, it housed the Youth Theater, the Officers' House, and the cinema 'Chronicle'. In the 1960s, opera and ballet troupes worked here, and in the 1970s, a restoration workshop and the Northern Folk Choir. Due to the expansion of Arkhangelsk Avenue, the building could not be preserved at its historical location.

In 1987, a historical replica of the building was constructed on Chumbarov-Luchinsky Avenue, which underwent significant changes: it became about 1000 square meters smaller. An Oblast House for the Promotion of Historical and Cultural Monuments was organized here, which is a subdivision of the Arkhangelsk branch of the Society for the Protection of Historical and Cultural Monuments.

Marfin House is rightly considered one of the best cultural, exhibition, and educational centers in Arkhangelsk, the capital of Pomorye.

The building is located on Chumbarov-Luchinsky Avenue in the center of Arkhangelsk, in the administrative and business part of the city, near the mayor's office, the regional administration, and trade and office centers. The avenue is named after the poet and revolutionary figure Fyodor Chumbarov-Luchinsky.
