The two-story rectangular building is located along the red line of Dostoevsky Lane (formerly Kazan) opposite Kazan Cathedral. It is designed in an eclectic style with pronounced elements of classicism. The corners of the building are highlighted by simplified pilasters: on the second floor, they are rusticated, while on the first, they are thin and grouped in a bundle.

Closer to the left edge of the main facade is a wide doorway with a semicircular porch and a metal canopy, decorated with a wrought iron decorative grille. Similar grilles adorn the windows of the first floor and the entrance gates to the courtyard. The windows of both floors are wide and topped with arched lintels, framed by flat white casings that contrast with the dark gray walls. The floors are separated by a small cornice and a belt of window niches on the second floor. The crowning cornice has a perspective profile with a large overhang, beneath which is a high frieze with hypertrophied crackers.
