The two-story stone building with a basement faces Soviet Street with its main facade. The architectural style of the building is neoclassical, evident in the simplicity of the facades and restrained decor. The walls are made of red ceramic bricks, plastered and painted.

The main facade is asymmetrical: one of the side wings is wider than the other. The walls of the first floor have rustication, and in the central part of the facade, there are niches with decorative planters. The entrance to the building is adorned with a two-column portico. The windows of the second floor are decorated with window inserts featuring diamond-shaped elements. Two upper rows of windows are united by columns with Ionic capitals. All parts of the building are topped with a cornice, which in the middle section is part of the entablature with a high attic.

The history of the building is traced through the documents of the Syzran City Duma and administration from 1881 and 1918, as well as the executive committee of the Syzran City Council from 1918 and 1991, and the city department of communal services from 1917 and 1924.

The City Public Bank in Syzran was founded in 1863 and for a long time did not have its own building. The directors of the bank were notable merchants: A.G. Syromyatnikov, N.I. Myasnikov, P.M. Elizarov, and N.I. Mordvinkin. In 1910, the bank acquired a plot on Bolshaya Street from K.I. Sidiakin, near the city administration, women's gymnasium, and the Assumption Church. The city duma approved the project by architect E.L. Tsadik, but later there was a need for a new project, which was proposed on March 28, 1911. The project envisioned the construction of a two-story stone building with a basement for the bank, pawnshop, and library, developed by engineer P.V. Shamansky. After lengthy discussions, the project was approved, and construction was completed in 1913. The building, executed in the neoclassical style, symbolized financial stability. It housed the bank, pawnshop, and library. In 1916, in the property register of Syzran, the building was listed as a stone house with wings and a shop.

In 1918, Bolshaya Street was renamed Soviet Street, and the bank building became municipal property. During the Soviet era, it housed the city committees of the CPSU and Komsomol, the executive committee of the city Council of People's Deputies, and the department of public education. From 1928 to 1930, it also housed the regional executive committee and the district planning department.
