The cultural and historical complex 'Tsarevokokshaisky Kremlin' was established in 2009 to preserve the historical and cultural atmosphere of the old part of Yoshkar-Ola. It serves to provide cultural services to local residents and guests of the capital of the republic, to pass on the historical heritage of the region, as well as for educational and enlightenment work. The complex contributes to increasing the tourist attractiveness of the city and the republic.

Tsarevokokshaisky Kremlin was recreated on the site of the medieval fortress of Tsarevokokshaisk. At different times, the Bazaar Square and the Revolution Square were located here. For centuries, this area has been the center of administrative, trade, and public life in Tsarevokokshaisk. In the early 21st century, it once again becomes the historical center of the city.

Various events are held on the territory of the Kremlin: concerts, theatrical performances, sports competitions, music festivals, as well as state, calendar, and folk holidays. Trade fairs and exhibitions with the participation of folk craft masters are also held here. The only interregional festival of historical reconstruction and medieval urban culture 'Heritage' in the republic is also conducted here.

Currently, the open exhibition of the Kremlin features the exhibitions 'Archaeology of the Mari El Republic' and 'The Tale of Tsarev Grad', which tell about the archaeological finds of the region and the history of Tsarevokokshaisk from the 16th to the early 20th century. Reconstructions of artillery pieces from the 16th and 19th centuries can also be seen. In summer, there is an open-air exhibition 'Mari Beekeeping'.

The inner territory of the complex is accessible for free and open visits, offering cultural leisure for residents and guests of the capital of the republic.

Tsarevokokshaisky Kremlin is open for visits daily from 10:00 AM to 8:00 PM, except on Mondays.
