In 2002, an equestrian monument to the famous Cossack ataman Matvey Ivanovich Platov was installed in Novocherkassk. This is the second monument dedicated to this outstanding individual in the ancient capital of the Don Army, founded by him in the early 19th century. The authors of the bronze monument are the renowned Rostov sculptor Anatoly Andreevich Sknarin and architect Zhukov.

The monument was unveiled on August 23, 2003, coinciding with the 250th anniversary of Matvey Ivanovich Platov's birth. Many people attended the ceremony.

On the granite pedestal of the monument, there is a commemorative metal plaque with the inscription: "The monument was erected by the atamans and Cossacks of the All-Great Don Army in honor of the 250th anniversary of the birth of the great son of the Don land, the famous Russian commander, general of cavalry, doctor of Oxford University, Army Ataman, Count Platov Matvey Ivanovich. Sculptor A. A. Sknarin. Architect I. A. Zhukov. Cast in bronze at the 'Akadem-Art-master RGSU' workshop in 2003." On the front side of the pedestal, on a metal plaque in the shape of a scroll, it reads: "Platov Matvey Ivanovich."

The height of the monument, including the pedestal, is about eight meters. The bronze bust with the horse reaches a height of 3 meters 20 centimeters and weighs about three tons. The commander Matvey Ivanovich Platov is depicted riding a horse, holding a hussar hat in his hand, his suit adorned with orders, and a saber attached to his side. The monument is located opposite the Ascension Cathedral, a symbol of the All-Great Don Army.
