The building of the Fish Rows, erected in the early 19th century, was part of the Trading Rows complex, which included the Red, Gingerbread, Flour, and Fish Rows. The names of these rows reflected their trading specialization. In 2010, this building was transferred to the Kostroma Museum-Reserve, where the Art Gallery soon opened.

The gallery showcases various directions of contemporary art, introduces new names, and familiarizes the residents of Kostroma with creative projects from different regions of Russia. It is the most mobile venue of the museum-reserve. Interactive programs are developed for each exhibition, workshops are held, and sometimes thematic plein airs are organized.
