The museum is temporarily closed to visitors due to the construction of a new exhibition.

The museum was established at the initiative of local residents and the family of V. S. Chernomyrdin. A building of the Gavrilovsky District Committee of the CPSU, built in 1953, has been allocated for its collections, next to which is the Church of St. John the Apostle and Evangelist, erected with the active participation of V. S. Chernomyrdin.

Currently, a new building for the museum exhibition is under construction, which will be based on the archive of V. S. Chernomyrdin, transferred to the museum by his sons, Vitaly and Andrey Chernomyrdin. Residents of the village of Chyorny Otrg and other settlements in the Orenburg region have donated numerous exhibits related to the history of Chyorny Otrg, the culture, and the everyday life of the Orenburg Cossacks. Collections of paintings, weapons, and rare cars gathered by V. S. Chernomyrdin are of particular interest.

The cars in the museum's collection illustrate the life of V. S. Chernomyrdin: from the 'polutorak', which his father Stepan Markovich worked on, to the 'ZIL-41047', the car of the Prime Minister of Russia. The museum is also working on recreating the working office of the Chairman of the Government of the Russian Federation.

Chyorny Otrg is known as a center for down knitting, where the famous Orenburg down shawls are created. The museum has a down knitting studio where experienced craftswomen share their secrets with the youth. Visitors to Chyorny Otrg can purchase unique shawls, stoles, and wraps created by craftswomen whose works are represented in collections of museums in Russia and around the world.
