Historic Building of the Tambov City Duma

Local historian Marina Klimkova discovered in archival documents a description of the historic building of the Tambov City Duma, compiled in the early 1850s by commissioner N. Pozdnyakov, who monitored the condition of state buildings. The description states: "A stone house, two stories high, covered with iron, housing the city duma. On the first floor, there are 8 rooms of various sizes with wooden floors and plastered ceilings made of lath. There are 12 double doors and 3 single ones, as well as 6 stoves with accessories. On the second floor, there are 6 rooms with similar floors and ceilings, 6 double doors and 3 single ones, 4 stoves with fittings. In the attic, there are 5 rooms with wooden floors and plastered ceilings, 4 stoves, 3 double doors, and 4 single ones. The house has a total of 57 windows with double frames and glass, and there is an exit under the house."

It is believed that the city duma settled in this building after 1846, when Emperor Nicholas I approved a new city statute. Since the description does not mention the poor condition of the premises, it is likely that the house was built around 1850 specifically for the city authorities. The brick building of the duma is marked on the plan of Tambov from 1856. The two-story house with an attic at number 77 still stands on Sovetskaya Street (formerly Bolshaya-Astrakhanskaya).

Many well-known representatives of the Tambov nobility and merchant class, who were part of the elected officials from which the city mayor was chosen, are associated with this building.

The history of this governing body begins in 1785, when Catherine II signed the "Charters on the Rights and Benefits of the Cities of the Russian Empire," which established bodies of estate self-government in cities. These bodies addressed urban issues, dealt with the affairs of craft and merchant guilds, collected local taxes, and managed improvements.

According to local historians, in the early 20th century, the city duma met in the city administration building at G.V. Kondoidi's house, where the Tambov administration is currently located. Modern sources do not mention the activities of the duma in the building at Sovetskaya, 77.

Perhaps the current Tambov City Duma should return to its historic building? This would not only preserve the ancient name but also demonstrate continuity of traditions and care for cultural heritage by restoring one of Tambov's main historical buildings.
