The Municipal Autonomous Cultural Institution "Art and History Association" includes two divisions: the "History of BAM" museum and the Severobaikalsk Art Gallery.

The History of BAM museum was founded in 1981 due to the construction of the Baikal-Amur Mainline. Its creation began in 1976 at the headquarters of the Central Committee of the Komsomol in Severobaikalsk, where materials about the progress of the railway construction were collected.

The first thematic exhibition plan "BAM in Northern Buryatia" was developed by V. E. Chizhov, a senior researcher at the Moscow Borodino Museum. At that time, materials on the history of surveys and design of BAM in the 30s-40s and in the post-war period were actively collected, as well as studies of the natural and geographical conditions of the BAM zone. Connections were established with design and scientific institutions and archives. The first exhibition presented over 400 photographs, documents, and items related to the surveyors and builders of BAM.

Today, the museum's collections hold more than 6,000 items, including hundreds of original documents, photographs, instruments, maps, schemes, reports, and personal belongings of surveyors from the 30s to the 60s. Here, one can see many unique relics related to the history of the railway's construction. The museum annually organizes exhibitions both from its own collections and by attracting exhibits from other museums. Tours are conducted for residents and guests of the city, and the number of new event formats is increasing.

On April 14, 1979, the art gallery opened in Severobaikalsk, becoming a true celebration for local residents. This cultural institution, built in a month by the builders of SMP-575, became the first "people's" art gallery. On the opening day, it was visited by about a thousand people. Today, the gallery's collections number over 2,000 works. Holding exhibitions where every creative person can showcase their talent has become a long-standing tradition of the gallery.
