In 2004, the construction of the Temple-Memorial of All Saints Warriors began on Kalinina Street in Bryansk. The idea of creating a memorial complex in memory of soldiers who died in military conflicts arose from their mothers and employees of the Bryansk branch of the Russian Public Organization of Disabled Veterans of Wars and Military Conflicts. It was first voiced in 2002 at a meeting of soldiers' mothers with the head of Bryansk, Valery Polyakov, who supported the initiative and promised assistance in allocating a plot of land. It was decided to place the temple on the alley near the city House of Culture. Since a lot of work was ahead, on December 10 of the same year, with the blessing of Bishop Theophilakt of the Bryansk Diocese, a cross was installed and consecrated at the future construction site.

The design and estimate work was carried out by the organization LLC "ARKO" under the guidance of designer Evgeny Poltaratsky. Since 2002, donations for the construction of the temple began to be collected. On March 16, 2006, after the rite of consecration, crosses were installed on the chapel-temple. The construction of the chapel was completed at the end of July 2007, and on August 2, the first memorial service for the fallen warriors was held, officiated by Bishop Theophilakt of Bryansk and Sevsk.

The ceremony to honor the memory of the fallen warriors and express gratitude was attended by Acting Deputy Governor Gennady Pyko, Assistant to the Chief Federal Inspector in the Bryansk Region Nikolai Kara, and Chairman of the Union of Veterans of Afghanistan Vyacheslav Gubanov. After the completion of the paperwork, the chapel was handed over to the Bryansk Diocese and was assigned to the Assumption Svyensky Monastery.

The tradition of remembering fighters who died in military conflicts has existed for many years. Now relatives and the public have a place to honor their memory, lay flowers, and communicate. Every Saturday, memorial services for the fallen Bryansk warriors are held at the chapel-temple of All Saints Warriors.

The initiators of the temple's construction were the Bryansk Regional Public Organization "Union of Veterans of Afghanistan" and the Bryansk Regional Branch of the Russian Public Organization of Disabled Veterans of Wars and Military Conflicts, which also became the customers of the construction. The organizers express immense gratitude to the veterans of combat operations and the families of the fallen warriors who selflessly helped with the construction, performing unskilled work in cleaning and clearing the area.

The construction of the chapel-temple began in 2001 at the initiative of the Bryansk branch of the Union of Veterans of Afghanistan under the leadership of V.P. Gubanov. In February 2002, a cross was installed on the allocated plot, and in the spring of the same year, construction began. On March 16, 2006, after the rite of consecration, crosses were installed on the chapel-temple.
